In the furtherance of disunity and the expansion of the powers of the government, our elected leaders as the champions of fascism they are in our ongoing class war have posited much brilliant legislation to solve our socioeconomic ills and many well-meaning among us have agreed with them. We do agree with them right? After all, we have elected them term after term to create modified versions of the same recycled failed partisan policies. In the spirit of bills like the new proposed Assault Weapons Ban and the concept of citizens who are unemployed having to pass a drug test before receiving financial assistance from the state, I present to you a bill that Congress should pass to end a very serious problem. But first some statistical background on the issues:
Child Abuse: Just An Everyday Thing
More than 5 children die every day as a result of child abuse
1,537 in 2010 alone, some 80% under the age of 4 years-old.
Nearly 27% of Child abuse is sexual or physical abuse.
90% of sexual child abuse victims know their victim
Average age of the abuser: 20-29 years
As a nation we spend $124 billion trying to reverse the damage of child abuse in medical, legal, educational, and social services.
14% of male inmates and 36% of female inmates were victims of child abuse.
Abused children are 30% more likely to commit violent crime (like mass shootings).
Chances Are, You Will Be Raped ...By The Person Sitting Next To You
207,754 people on average - at about a rate of 1 every 2 minutes - will be sexually assaulted in America.
80% of rape victims are under the age of 30.
9 out of 10 rape victims are female with 1 in 6 females being sexually assaulted in their lifetimes - 15% to completion.
Sexual assault results in an estimated 3,204 pregnancies from rape.
Victims of sexual assault are:
3 times more likely to suffer from depression, and
4 times more likely to contemplate suicide.
2/3 of rapes were committed by someone known to the victim.
73% of sexual assaults were perpetrated by a non-stranger.
38% of rapists are a friend or acquaintance.
28% are an intimate partner.
7% are a relative.
More than 50% of all rape/sexual assault incidents were reported by victims to have occurred within 1 mile of their home or at their home.
28.3% take place at the home of a friend, neighbor, relative, or in a parking garage.
67% of rapes occur between 6:00 pm and 6:00 am.
The average age of a rapist is 31 years old - 52% are white.
22% of imprisoned rapists report that they are married.
Juveniles accounted for 16% of forcible rape arrestees in 1995.
In 1 in 3 sexual assaults, the perpetrator was intoxicated — 30% with alcohol, 4% with drugs.
84% of victims reported the use of physical force only [by the perpetrator].

In light of this very real, very serious public safety problem I propose the Stop Child Abuse and RapE Act or S.C.A.R.E. Act for short:
- Psychological Analysis and DNA Registration of White Males Age 14-31
We need to start training teachers, school nurses, counselors, and psychologists on how to spot bad eggs so that we can mark them, isolate them, medicate them, and if need be lock them away before they harm anyone. If an individual has two or more precursors of a murderer or rapist, that individual becomes marked and monitored, much like if a civilian firearm has similar aesthetic features of a military firearm it should be banned and confiscated. In the event that any should fall through the system we need a federal level database that will allow us to immediately hone in on any potential or actual abusers or rapists, without a lot of due process getting in the way. In order to assure compliance we need to sew penalties for non-compliance into everything just like selective service and income tax reporting.
- Re-institute a stronger, more fortified Eighteenth Amendment
If we had less alcohol in the streets we could have less perpetrators of rape, and less victimization of rape. We need to bring back prohibition - total ban this time. Americans cannot be trusted to drink responsibly. We will also take this opportunity to shoehorn a provision that any activity targeted to male youths including but not limited to: football, weightlifting, and wrestling which builds strength and stamina, and promotes violence, aggression, domination, or combativeness should be discontinued from all state-funded programs.
- ID10-T Selective Safe Dater Card System and Rape-Free Zones
After registering like a good citizen, taking a mandatory course, and submitting to further psychological profiling one can be issued an ID10-T Selective Safe Dater Card or "ID10-T Card" for short. The ID10-T Card is color-coded (Black, Red, Orange, Yellow, Blue, Green, White), to easily assist visual referencing of your ranking in the Safe Dater System. Now employers, proprietors, adoption agencies, and potential partners need only ask to "see your ID10-T Card," and know the Federal government has assured they're safety. If you did not smell them in the first few articles, here comes another massive tax increase. We need more law enforcement patrolling neighborhoods. More child abuse and rape prevention education in grade schools and colleges. No holder of a yellow or higher ID10-T or higher will be allowed to buy or rent property within 1 mile of a residential neighborhood. All such persons are required to live in specially designated housing, away from residential neighborhoods. I want free cab rides for co-eds and a beat cop within 1 mile of every home in America.
By the time the S.C.A.R.E. Act passes, the Second Amendment will be repealed and firearms will be illegal in the United States. We will have to rely on the threat of anti-rape devices like the Rape-aXe inter-vaginal device to deter would be rapists. This barbed plastic sleeve inserted in the woman's vagina can only be surgically removed once a man gets caught in its bite. |
- Curfew Between Sundown and Sunrise for All Individuals Age 30 and Under
The rapists are out there, seeking to harm someone. We must deny them their sick, demented desires. Anyone age 30 and under caught outside of their home (now a Rape-Free Zone) between sundown and sunrise unaccompanied by someone of legal age or with a valid permit will be subject to penalty including fine, arrest, or both. If one should be stopped in the company of another with an ID10-T Card of yellow or higher color, law enforcement is authorized to make a summary arrest of said cardholder on suspicion of intent to commit a felony.
- Universal Background Check for License for Civil Union (Marriage)
Now we are beginning to come full-circle. The problem begins and ends with children, the family or the lack thereof, so we are putting the kabash on the social services nightmare To receive social services you must be: a married couple with or without children; a widowed or divorced person with or without children; or, a single person without children. In order to be granted a license for a civil union or marriage you must submit to a mental health examination and a criminal background check
- Legal Parenting Age: 30 years-old and Parenting License
Statistics show it and we all know it to be true - people under the age of 30 are just not mentally and emotionally equipped to raise children. Therefore, to discourage underage couples from giving birth to children we further stipulate that social services require, you guessed it, a psychological examination, background check, mandatory training, and test for all new parents. To continue to receive social services and maintain your parental rights - yes, parental rights - you must renew your parenting license every 3 years. Failure to do so will result in the loss of your parental rights and all social services for a minimum of 3 months, at which time you must complete the certification process again.
- No Child Left Behind: Enhanced
Having more children than a family can support puts a strain on the family, the community, the state, and the country. Therefore, we must limit the number of children a couple or individual can have without penalty to three - for everyone. Penalties for violation of this statute can include up to and including fine, community service, and imprisonment. Unlike the infamous failed state-mandated birth control programs of some other less benevolent nations that resulted in the death of children, all children deemed to be suffering as a result of violations of this statute will be removed from the homes of their selfish birth parents and placed in the safe, loving foster care homes of strangers. Aren't we beneficent?
I'm certain more of you thought this bill was absurd than scary and stopped reading this post a long time ago. This is because the notion that something like this will not happen in America persists despite glaring evidence to the contrary. In 1791, after ratifying the Bill of Rights barely 20 years removed from the bloody war to secure freedom from a tyrannical government I do not think anyone in America would have thought so many people would have done so much to abolish all that sacrifice, and that the people would willingly go along with it. The S.C.A.R.E. Act is not a joke, there is nothing humorous about the victimization of women and children; but, it is also not a serious piece of legislation that should ever come anywhere near a Congressional sub-committee, because your Congress is hungry for your rights, your Liberty, and your co-dependence upon them. Whenever your state and federal government, the very government who has categorically reserved the right to subvert due process, spy on and kill American citizens, when that government starts using words like: database, profile, registration, background check, universal, identification, screening - these are huge red flags. You can almost guarantee that not only is whatever they are proposing not going to make you safer, but in the long run it is going to be to to the detriment of you, everyone you care about, America, and the very principles of Life, Liberty, and the Pursuit of Happiness.
